ANALISIS KINERJA KEUANGAN TERHADAP PERTUMBUHAN EKONOMI DAERAH YANG DI MEDIASI DENGAN BELANJA MODAL

Abstract

ABSTRACT

This study aims to analyze the financial performance of the Papua city/provincial government from 2016 to 2022 using APBD data from the official website of the DGKP of the Ministry of Finance. This study uses panel data regression testing which is divided into two sub-structures. The first sub-structure tests the effect of financial performance ratios on past regional growth, while the second sub-structure tests the effect of financial ratios on regional economic growth mediated by capital expenditure allocation. The results show that the contribution ratio of BUMD has a significant influence on regional economic growth in the first sub-structure. In the second sub-structure, decentralization ratio, PAD effectiveness, and BUMD contribution also have a significant effect on regional economic growth mediated by capital expenditure allocation.

ABSTRAK

Penelitian ini bertujuan menganalisis kinerja keuangan pemerintah kota/provinsi Papua dari tahun 2016 hingga tahun 2022 dengan menggunakan data APBD dari situs resmi DJKP Kemenkeu. Penelitian ini menggunakan pengujian regresi data panel yang terbagi dalam dua sub-struktural. Sub-struktural pertama menguji pengaruh rasio-rasio kinerja keuangan terhadap pertumbuhan wilayah masa lalu, sedangkan sub-struktural kedua menguji pengaruh rasio-rasio keuangan terhadap pertumbuhan ekonomi daerah yang dimediasi oleh alokasi belanja modal. Hasil penelitian menunjukkan bahwa rasio kontribusi BUMD memiliki pengaruh signifikan terhadap pertumbuhan ekonomi daerah dalam sub-struktural pertama. Di sub-struktural kedua, rasio desentralisasi, efektivitas PAD, dan kontribusi BUMD juga berpengaruh signifikan terhadap pertumbuhan ekonomi daerah yang dimediasi oleh alokasi belanja modal.
